CONSTITUTION
Article
I.
The name of this organization shall be the
Patchogue-Medford Retired Educators PMRE. Article
II.
The purpose of this organization is to:
i) maintain the ties of professional unity between active and
retired school personnel;
ii) represent and promote the interest of retired school
personnel; iii)
provide a forum for the exchange of information of interest and
benefit to retirees and for the expression of their views. Article
III.
Membership
Active membership in PMRE shall be open to all retired educators. Article
IV. Dues
1.
The annual dues shall be a combination of AFT, NYSUT, and
PMRE dues.
2. The annual dues shall be collected by the Treasurer. Article
V.
Rights
All members shall have the right to vote on matters presented to
the organization. Article
VI. Amendments
1.
This constitution shall be
amended by referendum.
A two-thirds vote of those members voting shall be
required
for the adoption of the proposed amendment.
2.
A proposed amendment shall be submitted in writing to
the
Executive Committee with no fewer than five members'
signatures.
3.
The Executive Committee shall submit a copy of the
proposed
amendment to the membership no longer than one
month
after receipt of the proposed amendment.
4.
Voting on the proposed amendment shall take place one month
thereafter.
Article
VII.
Officers and
Representatives
1.
Elected Officers The
elected officers of this organization shall be:
a. President
b. Vice President
c. Treasurer
d. Secretary
2.
Election Term & Assumption of Office
These officers shall be elected for a term of one year
and shall serve until their successors are chosen and
have assumed office. Article
VIII.
Parliamentary Authority
Except as otherwise provided in this Constitution all business
meetings of the PMRE and its units of representation shall be
governed by Robert's Rules of Order,
Revised. Article
IX. Voting i. Voting
shall be conducted under the supervision of the
Executive Committee.
ii. Voting shall take place at a PMRE meeting.
Absentee ballots will
be sent upon the request of absent members.
iii. No proxy votes will be allowed in any election. Article
X. Fiscal Year i. The fiscal year shall begin on July
1 and shall end on June 30
of
the following year.
ii. The records of the Treasurer shall be examined at least once
each fiscal year by the Executive Committee. Article
XI.
Election of
Officers
i. The officers shall be elected no later than May 15.
ii. Vacancies arising in
elected or appointed positions shall be
filled within four weeks under the direction of the Executive
Committee.
iii. Persons chosen to fill a vacancy shall serve until the
expiration of the original term of office. BY-LAWS
1) Duties of Officers and Representatives a) President
i) Shall preside at all meetings of the PMRE and the
Executive
Committee.
ii) Shall call special meetings of the PMRE and the Executive
Committee in accordance with the Constitution.
iii) Shall appoint and establish the function of all
committees
with the approval of the Executive Committee.
iv) Shall
make recommendations to the Executive Committee and
the PMRE committees.
v) Shall
serve as the liaison officer between PMRE and the
Patchogue-Medford Congress of Teachers
vi) Shall perform such other duties that may pertain to
his/her office.
b) Vice President
i) Shall assume the duties and responsibilities of the President
in the absence of the President and
shall perform
such other duties as the President may designate.
ii) Shall be responsible for arranging and developing the
program for PMRE meetings.
c) Treasurer i) Shall hold the and disburse them upon authorization of
the President.
ii) Shall bill the members for the annual dues, collect them,
and transmit amounts to affiliated organizations.
iii) Shall maintain a roll of members.
iv) Shall keep accurate accounts of receipts and
disbursements.
v) Shall prepare the annual budget.
vi) Shall keep the President and the membership informed of
the financial condition of the PMRE.
vii) Shall be an ex-officio member of the Finance Committee.
viii) Shall deliver, at the expiration of his/her term of
office, to his/her successor all books, monies
and other property of the PMRE.
d) Secretary
i) Shall arrange for the recording and the preserving of the
proceedings of the meetings of the Executive Committee and
the PMRE.
ii) Shall be responsible for the correspondence of the PMRE.
iii) Shall notify the affiliated association of elections and
appointments of officials.
e) Chairperson of Communications
i) Shall be appointed by the President with the approval of
the Executive Committee.
ii) Shall be responsible for the publication of the
newsletter.
iii) Shall review the contents of the newsletter before
publication with the President and Vice President.
2) Executive Committee
a) Composition
i)
The Executive Committee shall be composed of the Officers,
Standing Committee Chairpersons, and the immediate Past
President.
b) Powers and Responsibilities
i) The Executive Committee shall conduct the business of the PMRE.
ii) Its responsibilities shall include but not be limited to: (1)
Finance - action upon the budget and authorization of all
expenditure of funds. (2) Appointments - voting upon appointments recommended
by the
President. (3)
Committee Reports - receiving and taking action on all
committee
reports. (4)
Reporting to the membership actions taken by the
Executive
Committee. (5)
Determining whether an issue in question is procedural or
substantive.
3) Meetings
a)
A minimum of three general membership meetings shall be held
each
year. b)
Special meetings may be called by the President or upon petition
of one third of the members of the Executive
Committee.
4) Committees a)
Each year the Nominating Committee shall present a slate of
officers
which shall be elected by a majority vote of members
voting.
Nominations may also be made from the floor.
b) The Election Committee shall: i)
Notify membership of vacancies to be filled and conduct the election.
ii) Recommend an election date for approval by the Executive
Committee by March 15.
iii) Supervise all matters relating to the election.
c) Communications Committee shall:
i) Consist of the President, the Vice President, and the
Communications Chairperson.
